The fork you are working on is the front right fork (not left) the sleeve is covering the pre load spring.
Will it move (slide) up or down, even 3mm. When you get it apart, how much pressure is on the spring?

The dealer here I showed him the manual, he confirmed it with bmw canada and yes he replaced under warranty the mechanical tensioner with the hydrolic.

In the 2017 manual I have it says if a scooter comes in for warranty for the cam chain tensioner it must be replaced with a hydrolic tensioner at no cost to the customer

As for the leaking seal already Could it be you need synthetic grease on the seal and the dust cover.
I replaced my left fork seal last week but it is to chilly to ride. The original fork oil was 7.5 weight but the new specs call for a 11.5 weight. I also put in a 10 weight.
Tell us more about the hydrolic tensioner (what failed) as I went through 4 mechanical tensioner. The first 2 and the last one under warranty (the third one not) then it was replaced with the hydrolic one (under warranty).
