Changing oil

I went to do an oil change today and everything went well.
Now for the three questions.

1 as for the strainer it only calls for it to be changed by the service guides only one time on the very first 1000km or 600 mile change can this be correct?

2 what is the real purpose of this strainer as mine was clear (can I wash it in some varisol or paint thinner and reuse it next time)

3 being from Canada we have litres and in the states you have quarts about 54ml less than a litres. I put in 1.5 litres and 2 quarts I bought in Detroit, by my calculations I am short by about 4oz or 108ml. In the scooter from the states how much oil do they call for?
In Canada we are supposed to put in 3.5 litres. My oil light does not come on and the OK does not come on at a stop. I am between minimum and maximum on the dipstick

1) yes it gets removed once is has done its job during break-in
2) protects the engine (or tries to) if there are any casting pieces or debris in the engine during initial start and break-in - once the engine has been through several heat cycles it is probably no longer needed
3) it calls for 3.3 qts (3.12296 liter) with filter change (approx)

And I have to add here that I hope you realized when you drained the oil that there are TWO drain plugs... not just one?

As stated, the front strainer is removed but is replaced with a plastic tube. This is done at 600 miles. Every service is done by removing the drain bung in the sump and the rear strainer and this is either cleaned or replaced and the oil filter canister is replaced.
