I watch these little e-bikes going around Toronto here and being at the very low end of scooters can't think they are safe. They can't even do the 50kph limit and piss off drivers no end. So for any newbie riders I would say their safety starts at around 125-150cc. E-bike riders can be as safe a rider as any but being able to keep up with the speed of normal traffic is vital for safety.

Bikes that small should use the same consideration in traffic as bicyclists.

Acres of Honda Rebel's

My first bike was a Honda 305 Scrambler back in 1966 . . . . it seemed huge and I was a good sized kid. I think the Rebel is the perfect beginner's bike as well as a good daily commuter. Most of the common mistakes that lead to dropping the bike are killing the bike on take off, and too much front brake. With the Rebel's low seat height and gentle power delivery and nice wide handlebars for leverage, the newbie stands a good chance of not eating gravel. Good call! Oh, and Rebels are easy on tires and chains and darned near bullet proof.

Here these e-bikes just ride on and off sidewalks and roads at will - rarely using any bike or hand signals. They do not need any firm of license or permit. Grrrrrrrrrrrrr
