Sounds like a hostage negotiation. "You can have your product if you buy it our way, for more money."
Just had a similar experience shipping a GIVI top case from the U.S. to Canada. I paid UPS in advance, in full, and when the package arrived north of the border, UPS Canada told my buyer she had to pay a "handling fee." She's fighting it. Meanwhile, UPS Canada has her package. She can have it anytime -- if she pays the handling fee. Buyer told me these "oh by the way" fees are a big, ugly deal with lawsuits and investigative reports on the company.
Isn't handling a package a normal part of delivering a package? Normally I would have used the U.S. Post Office, but that's another can of worms nowadays.
