I'm not surprised BMW acted like like they did . Basically it will cost BMW $ to do the right thing & fix the problem they're completely aware of. I was hard to get BMW to help me out. BMW doesn't want to do what's right & honorable, which is a sad comment for such a big multi national company. The scooter owners are not high priority usually since we don't shell out big dollars like R1250GS owners. BMW lives for the big ADV market buyers & will help them since they paid $20K for the bike.
Do give up easy. The customer service will usually say they're hands are tied if your C650 isn't on the list. They're only following what they see on the database screen.
If the dealer doesn't go to bat for you then I would recommend emailing the head of BMW Executive Customer Care, Motorrad Customer Relations and Services . Be nice but ask why is there a recall , but nobody at BMW willing to help you with a well known defective part. Why would a recall be created if the tensioner isn't a problem ? Crazy right?
The head of BMW USA Motorrad customer care in NJ is Mark Pechko . His email:

I hope the dealer will help you out & so don't have to contact Mark @ BMW
Good Luck ...
